According to Brigadier Abdul Jalil Mehdi, Deputy Director of the Preventive Security Department at Dubai Police, shops are not required to ask customers for police approval.

However, shop owners must follow basic legal requirements:

He also noted that key duplication shops are subject to random checks to ensure they follow the rules. Violations may result in Dubai Municipality revoking the business license.

“Most customers request duplicates for daily use—house keys, car keys, and safes. We always ask for ID before copying a key.”

“We also handle car lockouts, but only with police permission. The police verify the customer before we proceed.”
